[ Some heroes are heroing half-heartedly, others are really going for it; she's one of the latter. Loki watches her work from under an umbrella, not a fan of the rain (it makes his spells wonky, always has) and it isn't until she looks like she has herself stuck (haha) in a situation that he sighs and accepts his role as the saviour of all heroes, yet again.
He appears behind her, a hand passing over her hip to crack up the ice on her lasso before he steps to one side. It's all one very smooth move, one step, and he nods to the fleeing vandal as he gives up room to draw the weapon. ]
Best get her while you can.
[ He doesn't have time to unfreeze her from the ground but at least her lasso is free. ]
