Is this supposed to be some kind of stupid lie? It isn't believable at all, he doesn't see why would Donnie be lying in the first place, and the turtle looks just as freaked out as he feels, so... this deduction has him nixing that possibility. He's telling the truth, which means he probably has some reason to come to that conclusion. It's far too specific to be some random thing he's blurting out. At the very least, the device doing something to him would explain why he's on the ground, too.
The gears in Accelerator's head keep on (wildly) turning, the desire to fix all of this serving as a focus. Zeroing in on Donnie's answer is serving as a way to ground himself. It isn't ideal as a way to calm down from being terrified and it certainly isn't deliberate, but it's better than nothing.]
