Tracking The Fixer down is extremely difficult, as the man intends to disappear into the shadows and lick his wounds. Sephiroth can gather information from the underground to locate his hideouts, but he will always remain a step or two ahead.

And just as Sephiroth feels as though he’s closing in, The Fixer will throw a curveball. Not only will he contact his other victims and plead with them to save him from this monster, he will turn himself in to The Alliance for protection.
