Tony will not be able to do a full scan of the prison. He will find that many cells, including the ones Jason and Roy are in, show up on scans as dark zones - in a similar fashion to Superman being unable to see through lead. These cells are spread throughout the facility in random intervals, and there are about twenty of them in total.
Through his mapping attempts, he will be able to find that there are two separate security hubs, one North and one South. The South one is currently empty; there is very minimal staffing throughout the facility given that it is still a work in progress and wasn't meant to be occupied yet. There are several small bots stationed throughout, as well as cameras covering nearly every square inch that are monitored by an AI. There are no cells that are visibly occupied by prisoners.
Tony will be able to hack into the security systems to loop the cameras and avoid detection, but he will not find any data on their servers. He'll be able to find security camera footage of the two cells Roy and Jason are in, as well as footage of another cell in which the camera is completely covered by something thin enough that it still lets the light shine through, showing the silhouette of someone moving within it. The set up of these cameras intentionally leaves it difficult to discern which camera goes to what cell, but given Tony's skillset, he'll be able to pick up that Roy and Jason's cells are on the far Northern side, each in corner rooms as far away from each other as possible, while the other cell with visible movement in it is on the Southern end of the facility.
Getting through both ends without detection will be impossible, as Tony would pass by several bots and a few guards through the facility. There are two mages also keeping guard, one on the North and one on the South towards the security hub. It may be empty, but it still needs to be guarded!
