Given the history of the other tear, and the fact that the Fates were not subtle, I would disagree. Besides, one would find more dimensional instability if that was true. Imports were basically fueled by dimensional rift energy and could cause issues. That this place isn't tearing apart at the seams means it's likely not the same issue.
