Being that it isn't exactly a normal occurrence even back home, I'm not sure how powers spontaneously develop from getting pulled into an alternate world. Maybe just the exposure of getting caught up in that much power fluctuation in general, like some form of radioactivity? Doesn't seem to happen to everyone though, and from what I've read, the Confluences are responsible for what's given local people here powers.
