The water elemental can be subdued with ice magic! The water flowing from the cup is unaffected, but the body will freeze around it. Removing the shard from the cup will stop the water. If they are quick, they can punch through and take it when the creature is frozen - though grabbing it bare-handed may not be the smartest move.
