It sounds bad, and he can understand how a world comes to be this way, but that doesn't mean he has to like it. Still, Leo is used to hiding, and generally unused to being part of society, so ultimately it's not a big change for him. He thinks he'd rather keep his own looks and hide out, than try to integrate into a place like this.
