He's also aware those same kids - the ones that fell through the cracks, who got sucked into working for Academy City's underworld - were often the ones who turned around and used those drugs.
It's doubtful some gang is involved in any actual experimentation, if it's going on. Not if Jason is only going with explosives for these bastards. They're probably just drug running or whatever.
