Jailhouse Rock (but not too hard or it'll fall down)
Who: Robin/Tim Drake
mostdangerousbird and open. Can also be used as a sort of mingle for your own toplevels.
What: A massive jailbreak of lowlevel, non-meta criminals from CCPD headquarters, after Loki removed all the walls and cage doors.
When: On a clear December night, during the mistletoe mania.
Where: Downtown Central City
Content Warnings: Please keep the damage minimal and the takedowns non-lethal.
The Central City PD are located downtown, taking up a lot of valuable ground with a stupid architectural design that wastes as much space as it does money.
It's normally foreboding griege brutalism, but everything is looking a little Jetsons at the moment. The sections were the cells are? Don't have any damn walls left. Or cell bars. It looks like something out of the Jetsons - floating concrete and rebar discs for floors and roofs. Pipes spraying water out and up and everywhere because the walls are gone. Don't worry, you won't get shocked because all the wires are gone too.
Those inside the building will have to make do on emergency lights (if they're in an area that still has walls). The circuit is obviously so badly damage that it's stopped working - a too-smart-to-be-a-cop secretary very quickly realizes the danger of an electric file and trips all the breakers on purpose.
The prisoners? About a third of them immediately make a run for it. Another third move away from the open walls, but sit quietly with visible hands because this is crazy, suspicious shit and they are not going to make it worse on themselves. The rest wait to see how far the first runners get and begin peeling off in small groups in the next two minutes.
The missing walls and bars will reappear at dawn like nothing ever happened, but there’s no way of knowing that.

[ The nice thing about already being on a roof downtown when shit goes down is that he's already halfway to wherever he wants to go with no need to fight traffic. He swings to the roof of the bank across the street about 2 minutes after the walls vanish and takes the magical tableau before him.
Yeah. That is certainly a new one, and he's weighing going in the building (what's left of it) to find out how it's still standing against going after the people that have escaped.
Tim shoots off a group text to his family, but he also assumes that the Guilds are being made aware (if the cops aren't stupid) and that they won't be the only ones who turn up. This is going to breaking news fast, because they need civilians to stay indoors.
To the new arrival, Robin nods. ]
Sounds like they're heading in all directions. The cops are freaking out, and someone's going to get hurt if they don't calmly and immediately surrender. You can basically pick a direction - they're looking for places to hide, coats to steal, crowds to get lost in.
Underground parking lot
[ He's trying to be quick about these things - there are cops everywhere. It's really not an ideal spot to be practicing unregistered vigilantism, but what else is there to do but creep up behind three dudes in orange scrubs that he saw duck into the parking lot entrance? ]
Hey fellas. Can I interest you in returning to the precinct willingly to avoid additional charges? You could tell them you were afraid the building would collapse on your heads. Valid concern, seeing the state that it's in.
[ They turn to him - oh, one of them has found a pipe somewhere. ]

[ This is going to be a long night. ]
Morning
[ The sky's starten to lighten to that pasty grey. It's about 7 AM, and the radio chatter's died down. From the sounds of it, most of the escapees are accounted for, and Tim hasn't heard anything about fatal casualties.
He is, however, exhausted, and he would like a long date with an ice bath, so he's trying to quickly pick his way to Jason's gym.
Spots a straggler or two along the way... looks like that's going to have to wait. With a sigh, he starts over the roof, intending to climb down the outside of the fire escape. It's faster. ]

[ There’s a real need to be careful in how this is handled. Not everyone who gets arrested is guilty, and even if they’re guilty, they’re not automatically hardened criminals. ]
Central booking’s in there. I figure there’s a lot of DUIs, some drunk and disorderlies, might even be a few people waiting for a psych bed to open up. You know how it is. Just because someone ran doesn’t mean they’re a murderer.

I'd say no. It's a normal jail, not a meta population, and they'd be unarmed to start. I think the real concern is how on edge the cops and heroes will be, assuming they choose to interpret it as the police station was attacked. Kettling them in with however many thousand innocent people who just happen to be in the area is a recipe for disaster.

Jason then sends out another text from a burner warning his gang of what's going on. He orders them to focus on protecting their territory. Watch out for suspicious activity but be on the defensive for now. The Alliance will be on high alert tonight. Any particularly violent acts could bring the Alliance down on their heads if they're not careful.
As soon as he's done texting, Jason goes out as the Red Hood to try and help clean up the mess. For once, he's not armed with live rounds. Rubber bullets and a lot more zip ties, bolases, and monofilament wire this time]
Tied Up
[For the first time in a while, Jason's more focused on apprehending than beating the hell out of someone. Like an airborne predator, he makes his move above ground level, from on a rooftop or from a fire escape. He either shoots a rubber bullet to stun the quarry or throwing a bola to trip them. Then he comes down to tie up the criminal. Sometimes he'll hang them upside down if they were giving him a particularly annoying chase before]
You're lucky I'm in the holiday spirit.
Boss at Work
[After a while, Jason goes right to his territory to check on his gang. A couple of the members captured another escaped prisoner and currently have him tied up to a mailbox but a storefront window accidentally shattered during the fight. The masked gang members are now helping to clean up while Jason's talking with the owner in a placative tone]
We're sorry about that. We're glad you and your family are okay.

[He knows something went down - he can hear the sirens, and he is avoiding them - but it's still a surprise to come face-to-face with someone hung upside down from a street light, and a snarky comment. He looks around, finally spotting the speaker - well, that sure is a mask.]
